BID PROCESS & REQUIREMENTS

Tender announcement / Notice For open tenders and most restricted/competitive tenders;
a public announcement is published in the official bulletin and via the electronic system for open tenders, while announcement for restricted/competitive tender is published through the accredited Agents of the Antalya Procurement Committee. The announcement includes scope, required qualifications, submission deadline, criteria, and contract conditions.

 

1. Submission of bids:
Bids must be written, signed, sealed and submitted by the deadline. For many tenders now the submission is done electronically via the official e-procurement system for open tenders, submissions for restricted/competitive tenders are submitted by the bidder's representative who must be an accredited agent.

 

2. Bid opening:
On the day specified, bids are opened publicly (or via the system), presence of bidders' representatives may be allowed. The commission checks compliance, completeness of documents, bid bonds, formal requirements.

 

3. Evaluation:
The procurement commission examines valid bids in detail. Assess both technical and financial offers, based on criteria laid out in tender docs (e.g. price, technical compliance, delivery time, quality, etc.)

 

4. Decision & Award:
Contract is awarded to the bidder whose offer is deemed most economically advantageous or lowest price when price-only evaluation applies, subject to compliance and a contract is signed under Law 4735.

 

Qualification, Documentation & Requirements for Participation:

1. Evidence of legal existence:
(Certificate of Incorporation registration, or trade registration) properly authorized to bid.

 

2. Financial status evidence:
Example; bank statements, balance sheet or equivalent, or evidence of turnover comparable to the size/volume of the tender.

 

3. Technical/professional qualification:
Evidence of previous relevant work experience; manufacturing/production capacity (if applicable); compliance with technical standards; registration with relevant professional chamber/authority.

 

4.A signed Letter of Intent:
Indicating that you have read, understood, and accepted terms of the tender for participation, written on your company’s letterhead and signed by authorized person (CEO/General Manager)

 

5.Tender Security Guarantee:
Also called bid bond or collateral, for many tenders a guarantee (e.g. a percentage of bid value) is required. Bid from companies experiencing financial insolvency, ongoing liquidation, or inability to fulfill large orders will be disqualified. The Board seeks only credible bidders with proven financial capacity to execute awarded contracts responsibly and efficiently.
